FISCAL ACCOMPLISHMENTS:

- GO Bond Credit Rating was upgraded in 2009 from A to AA- via Standard & Poor's

- City's Utility Credit Rating was affirmed in 2010 at A+ via Standard & Poor's

Total tax rate for city residents has declined for four years in a row (2007, 2008, 2009, and 2010)

Property Tax value for services has been enhanced significantly

- City has reduced its principal debt service from $58.2 million in 2007 to $56.2 million in 2010

Managed through the multi-million deficit fiscal plan for the "Southwest Annexation" of 2006

Increased County Option Income Tax (COIT) allocation from $2.7 million in 2007 to $5.2 million in 2010

- City's Public/Private Partnership Trash and Recycling Program saving Westfield residents greater than $7 million dollars

- City Employee Health Insurance held to 0% increase in 2007-2009, -1% in 2010, and -11% in 2011

- Overall Public Service Costs have decreased while property values have increased (2003-2010)

- City's Experience Modification Rate (Workers Compensation Safety Rating) has annually improved from
greater than 1.03 in 2006 to less than .77 in 2010.

- City was awarded a 2011-2012 SAFER GRANT in excess of $1.4 million dollars to hire 12 firefighters
to occupy the City's new Fire Station 83 opening in August of 2011.

PUBLIC SAFETY IMPROVEMENTS:

City has increased the number of full time firefighters by 31 since 2007
 
-  City has increased the number of sworn police officers by 6 since 2007

-  Fire department has increased its annual training hours by greater than 25%

-  Vehicular accident rates have decreased by greater than 20% per year

-  Fire runs have decreased by 20%

-  City has commenced construction of Fire Station 83

-  City purchased 92 acres of land and commenced construction of the
Regional Public Safety Training Facility/Well Field

Every category of crime (Unified Crime Rates) was reduced in 2010
as compared to 2009
